Prams & Strollers
There are mandatory requirements for products including but not limited to prams, strollers, convertible tricycles, wagon strollers.
A pram is a wheeled vehicle with a body of box-like or boat-like shape designed to carry a baby or child weighing up to and including 9 kg, primarily in a fully reclined position.
A stroller is a wheeled vehicle designed to transport a child in a seated position that may also be adjusted to a semi-reclined or fully reclined position.
There are also combination prams/strollers on the market. These can seat children in upright, semi reclined and fully reclined positions. These are considered strollers under the mandatory standard.
Mandatory Standard:
The mandatory standard (Consumer Product Safety Standard for Prams and Strollers - Consumer Protection Notice No. 8 of 2007) prescribes requirements for the performance testing, design, construction, safety warnings and labels of prams and strollers. The mandatory standard is based on the voluntary Australian New Zealand Standard AS/NZS 2088:2000 'Prams and strollers—safety requirements'.
Convertible Tricycles
The ACCC has revised the mandatory standard for prams and strollers through the addition of an explanatory note. This note clarifies the application of the mandatory standard to convertible wheeled products such as convertible tricycles or smart tricycles.
Convertible tricycles are more likely to be considered strollers for the purposes of the mandatory safety standard if they are designed for children younger than 24 months and include some combination of one or more of the below key features, which are not typically found in traditional tricycles. Key features include:
- a high backrest for the child
- a harness for the child
- ability to disengage child steering
- ability to disengage or remove the pedals
- ability to semi-recline or recline the child’s seat.
The note states that where a product is a convertible product and that product has a mode, designed to transport a child in a seated position, it is a stroller for the purpose of the safety standard. These products are required to meet the requirements of the mandatory standard. Products of this type may include convertible tricycles and other wheeled vehicles.
Mandatory Standard:
The amended mandatory standard Consumer Product Safety Standard for Prams and Strollers - Consumer Protection Notice No. 8 of 2007 commenced on 14 February 2019. This mandatory standard is based on the voluntary Australian New Zealand Standard AS/NZS 2088:2000 'Prams and strollers—safety requirements'.
Wagon Strollers
Strollers that incorporate the function of a wagon such as the one shown in the images below whilst they may comply with the mandatory standard, pose a risk that the stroller/ wagon may roll away when in wagon mode as it has no means of prevention. As such there is a strong and immediate action advocacy, due to serious safety concerns.
INPAA which is the Infant and Nursery Products Alliance of Australia, is strongly urging an amendment to the existing standard.
What does this mean?
It means if a stroller wagon is used as a wagon, it should have the following safety requirements tested as part of the mandatory standard.
Parking brake actuator
- For a vehicle with a reversible handle, a foot-operated parking brake actuators at the front and rear sets of wheels, or a hand operated actuator on the handle.
- For wagon type vehicles, a foot operated parking brake at the front and rear wheel sets if the wagon has a combination of a fixed handle at both ends or a fixed handle at one end and a draw bar at the other end.
Tether strap
The tether strap shall be permanently fixed to the vehicle frame so as to be always available to the vehicle operator while in use.
(i) permanently fixed to the handle for a vehicle with a single fixed or reversible handle; or
(ii) permanently fixed to a fixed handle and drawbar handle (if included) for a wagon type vehicle.
MyDeal does not allow any wagon strollers that do not comply with the above requirements to be listed and will remove them if found.

Ensure your products on MyDeal meet the standards
You must ensure you check your currently selling products, and any products you intend to sell on MyDeal which are covered by the Prams and Strollers Mandatory Standard must comply with the standard. This means you must check each product and ensure that those that do not comply are not sold on MyDeal.
Selling products that do not comply with mandatory standards is a breach of our Policies and our Seller terms and Conditions. Any sellers that fail to ensure they are compliant with the standard, or any other legal or safety requirements risk being banned from selling any products on MyDeal.
